Ryan Gurule is the policy director at the FACT Coalition where he spearheads FACT’s international tax reform, tax transparency, and tax enforcement agendas. Ryan also helps to lead and coordinate FACT’s technical anti-corruption and illicit financial flow policy work. Ryan’s prior federal tax policy work includes acting as a consultant for the Center on Budget and Policy Priorities.
Outside of policy, Ryan has extensive and broad industry experience counseling senior executives contemplating strategic transactions or navigating complex tax and corporate legal questions as an in-house and external counsel. Ryan most recently acted as Vice President, Senior Corporate Counsel for a multibillion USD enterprise value family of traditional and renewable energy logistics companies. Ryan also previously practiced tax and corporate law at the international law firms Latham & Watkins LLP and Perkins Coie LLP.
Ryan has a JD, cum laude, from Georgetown University Law Center. He completed his undergraduate studies at the University of Colorado at Boulder, where he earned his B.S. in Applied Mathematics, magna cum laude, and his B.A. in English Literature, with distinction. Ryan is committed to his local communities, volunteering in high school classrooms and previously teaching a class in energy tax and policy at the University Denver Sturm College of Law.
