The Financial Accountability and Corporate Transparency (FACT) Coalition seeks a full-time, dynamic, and experienced Senior Policy Advisor for Environmental Crimes and Illicit Finance to lead the Coalition’s work at the intersection of financial and environmental crimes. This is a two-year, project grant funded position with the possibility of extension subject to the availability of funding, performance, and organizational needs.
The FACT Coalition is a non-partisan alliance of 100-plus state, national, and international organizations combating the harmful impacts of corrupt financial practices and promoting a fair and transparent global tax system. Unfair tax systems, multinational corporate tax avoidance, illicit financial flows, and corruption all rob the U.S. and other governments of the resources they need to fund social services, fight economic, gender and racial inequality, and combat climate change. Financial secrecy directly enables and abets environmental crimes by granting perpetrators safe haven to launder and hide the proceeds of these activities.
The successful candidate will join the secretariat team of a pragmatic, diverse, and winning coalition of more than 100 organizations.

Compensation and Benefits
The compensation range for this position is $100,000 – $110,000 depending on experience and qualifications. The FACT Coalition offers a competitive salary and benefits package including five weeks of paid vacation per year.
Job Description
The critically important Amazon region is under multiple threats, including environmental crimes such as illegal mining and logging. Environmental crime, along with being a conservation and climate issue, is linked with a massive and lucrative financial crime. By one estimate, illicit financial flows from environmental crimes are $110 billion-$281 billion per year. The U.S. is the world’s top financial secrecy jurisdiction and perhaps the easiest place to hide dirty money. Specific cases from the Andes-Amazon region show that the U.S. enables environmental crimes by providing a haven to some of these ill-gotten gains. Unless the U.S. implements comprehensive reforms, it will continue to provide an avenue for criminal actors to abuse our financial system and launder environmental crime proceeds, including from the Andes-Amazon region.
The Senior Policy Advisor is a core member of the FACT secretariat team and reports to the Executive Director. The Senior Policy Advisor will lead the FACT Coalition’s policy analysis, advocacy, and research agenda designed to encourage the U.S. government to close regulatory loopholes, increase enforcement efforts, and improve collaboration with governments in the Andes-Amazon region to mitigate financial crimes and illicit financial flows from environmental crimes in the Amazon.
Primary Responsibilities:
- Develop and implement advocacy strategies in collaboration with the FACT Coalition’s members and partners in the Andes-Amazon region, particularly in Colombia and Peru.
- Provide policy research and analysis on anti-money laundering, anti-corruption, and environmental crime issues to inform the FACT Coalition and its members.
- Design and execute research and manage research and training programs by consultants, other staff, and subgrantees.
- Develop and maintain key relationships with government, congressional, corporate, civil society, indigenous community, and other stakeholders relevant to the issues prioritized.
- Develop and write policy papers, advocacy issue briefs, blogs, fact sheets, op-eds, and research reports.
Required Qualifications:
- Experience as a policy analyst and advocate, with a minimum of seven (7) years of work experience in anti-corruption, fiscal transparency and accountability, environmental protection, climate, or related fields.
- Spanish language proficiency.
- Demonstrated ability in building professional networks.
- Knowledge of and/or experience working with the U.S. government, U.S. Congress, U.S. and international law enforcement, international financial institutions, or regional or multilateral institutions.
- High-level policy analysis and research skills, with the ability to quickly learn and absorb new information.
- Strong communication, analytical, research, and professional writing skills. Ability to translate complex and technical topics into compelling communication pieces for a variety of audiences.
- Good public presentation skills and the ability to communicate to a variety of audiences.
- Flexibility, creativity, and strategic thinking.
- Ability to work effectively in a fast-paced and collaborative work environment. Proactive and able to operate with relative independence while working collaboratively with the secretariat team and coalition members.
- Diplomatic and tactful in dealing with a variety of actors and influence targets.
Preferred Qualifications:
- Knowledge of and/or experience working with diverse stakeholders in Latin America, including civil society organizations, governments, indigenous communities, and business interests.
- Experience working in Latin America and/or knowledge of the socio-political context in the Andes-Amazon region.
- Knowledge of and/or experience dealing with anti-money laundering issues and U.S. laws and regulations.

Education:
Master’s degree in political science, Latin American studies, environmental studies, economics, accounting, law or related fields, or equivalent combination of education, experience, and training.
