New Leadership Team to Helm FACT Coalition’s Work To Combat U.S. Financial Secrecy and Offshore Tax Avoidance

Zorka Milin and Erica Hanichak Named Co-Directors

Washington, D.C. – The Financial Accountability and Corporate Transparency (FACT) Coalition is pleased to announce the appointment of Zorka Milin and Erica Hanichak as co-directors. The FACT Coalition is a nonpartisan alliance of more than 100 organizations working to combat tax abuse and illicit finance that harms communities, undermines democracy, and destroys the environment.

“Erica and Zorka are exactly the right leaders to guide FACT into this next phase,” said Ian Gary, who ends his nearly six-year tenure as executive director of the FACT Coalition on July 1. “Erica brings sharp policy instincts, deep relationships on Capitol Hill, and a proven ability to build bipartisan support for anti-money laundering reforms. Zorka brings extraordinary depth on tax justice, financial transparency, and the global systems that allow corruption and tax abuse to flourish. Their combined expertise, judgment, and commitment to FACT’s mission will be a tremendous asset to the coalition and the broader movement for financial accountability.”

Hanichak joined FACT in 2020 and has served as its deputy director since 2025. As an advocacy professional with more than a decade of policy expertise and bipartisan organizing experience, she has successfully mobilized relationships with national security, law enforcement, and financial services partners to help tighten U.S. anti-money laundering safeguards and help curb global corruption. She has testified in the House and Senate on financial transparency matters. Before joining FACT, Hanichak worked with U.S.-based nonprofits focused on human rights, accountability, and the rule of law in the Middle East. 

“I am excited to work with Zorka and our partners to build on FACT’s track record of success, making it harder to move dirty money through the United States,” said Hanichak, co-director of the FACT Coalition. “A functioning democracy is free, fair, open and stable – and doesn’t leave shadowy corners for cartel leaders or corrupt politicians to park their illicit wealth. The U.S. has work to do to change that status quo. That’s why we will continue to bring together advocates, experts, and policymakers to urge greater transparency and accountability.”

As policy director at FACT, Milin has led the coalition’s work on international tax policy and other transparency priorities. In this role, she has testified in Congressional hearings and spoken before the European Parliament, was profiled in Forbes, and is frequently quoted in the media. Her previous professional experience spans non-profit advocacy to improve financial transparency and accountability in the extraction of natural resources, teaching at Georgetown and Yale Universities, and private tax law practice.

“FACT’s work has never been more important,” said Milin, co-director of the FACT Coalition. “At a time when financial secrecy continues to enable corruption and tax abuse that undermine our democracy and magnify inequality, I am honored to help lead this coalition alongside Erica. Together, we will continue pushing for policies that ensure the tax system serves communities and protects democracy, not those seeking to hide wealth or evade accountability.”

The leadership transition comes as FACT continues its work to strengthen corporate transparency, close loopholes that enable illicit finance, advance fair tax policy, and ensure the United States remains a leader in the global fight against corruption and financial secrecy.

  • Ian Gary’s tenure was marked by generational progress on policies central to FACT’s twin goals of combating offshore tax avoidance and illicit finance. As executive director, Ian oversaw FACT’s work to ensure the effective implementation of the Corporate Transparency Act, the advancement of groundbreaking new regulations addressing money laundering through U.S. residential real estate estate and private investment markets, the implementation of expanded corporate tax reporting standards for U.S. multinationals, and the launch of FACT’s new line of work at the intersection of environmental crimes and illicit finance. Since 2025, he has worked tirelessly to defend these wins in the face of regulatory, legislative, and legal assaults, and to promote the financial and organizational health of the FACT Coalition.
